Okay: i'm not saying these are the "best" albums of these years; but that these are the ones that ran said years.

1980 - I don't see how anyone could doubt Diana.
1981 - Rick James - Street Songs I would say. Yeah, even over Luther's joint. But I won't get mad at anyone who disagrees.
1982 - Mike Jack - Thriller, which shows how dominant this album was, because Original Musiquarium came out the same year.
1983 - Anita Baker - The Songstress. Some would say Can't Slow Down, but it was more of a pop album.
Luffuh may have had the song of the year, but Anita's album was bigger I would say.
1984 - Even though it hurts to say this Purple Rain. So much heat came this year, doe. I Feel For You, Starchild, New Edition, Diamond Life... mayne...
1985 - Freddie Jackson - Rock Me Tonight. Don't fight me on this.
1986 - Janet Jackson - Control.
1987 - using the logic from '83, Make It Last Forever over Bad.
1988 - Bobby Brown - Don't Be Cruel
1989 - using the logic for '83, i'm not sure you can pick one. If you don't - it's Rhythm Nation.
1990 - can't be done. It was Voltron that year. Nobody can legit claim it. We were in the New Jack era.
1991 - Jodeci - Forever My Lady
1992 - Mary J Blige - What's the 411? (BOTH VERSIONS)
1993 - Janet Jackson - Janet
1994 - TLC - CrazySexyCool by a HAIR over Brandy - Brandy
1995 - R. Kelly - R. Kelly
1996 - Aaliyah - One In A Milliion opened it and Ginuwine...The Bachelor closed it.
1997 - Blackstreet - Another Level and you should be ASHAMED that isn't listed
1998 - R. Kelly - R. was the hype...but really this might've been either Enter The Dru or Mya.
1999 - i'm pretty sure this is when Destiny's Child - The Writing's On The Wall came out. That was a MONSTER.
2000 - R. Kelly - TP2.com and this is undeniable
2001 - Alicia Keys - Songs In A Minor and this is undeniable
2002 - B2K - Pandemonium
R&B died after 2002.

1996 was a crazy year... First Dru Hill album, One in a Million, The Bachelor, First Maxwell album, Another Level from Blackstreet

Oh, and no love for Long Time no See (1997) / The Game (1999) from Chico Debarge ?

Greatest R & B album of 1986 is Anita Baker's "Rapture," IMO. I don't see how OP didn't even include it among the honorable mentions
