Let's not go too far. Because Bautista in most roles is treated as a joke and is typically just the "big guy gets beat up by someone smaller to show how tough they are."
Which they did in the Bond film. In Blade Runner 2049. And in Guardians they made him a joke as Drax. And in Dune he's a generic henchman.
Now in that zombie movie he showed some talent but let's not pretend that he's a great actor. He's just ok.
As for the Rock. He knows how cacs are
and instead of being the punching bag that they want he makes sure that he's the hero or the most dominant character in any movie.
And it also helps that he has better screen presence than Bautista so there's no real contest there. Which also explains why he did well in the WWE.
