CoD WW2 did not sell better than previous versions, it made more revenue because it was the first micro transaction centered call of duty to make up for its poor sales compared to previous versions.COD WW2 sold better than the last few, and black ops 4 will sell better than it.
Black Ops 4 will not sell good for a call of duty game (will still be considered good sales for any other game franchise though)
Call of Duty WW2 is actually the lowest selling Call of Duty game since 2006 (Call of Duty 3).
To put things in perspective
Call of Duty Black ops sold 30 million copies
Call of Duty WW2 sold 12 million copies
my guess for black ops 4? 8 million
the buzz for the franchise is completely game. The kids have moved on to Fortnite and the people who played it in 2008-2012 have moved onto Overwatch, PUBG, etc.
theirs 0 sustainable market for this game at this point.
Its ok, all big names eventually fall... look at Quake and Unreal Tournament, though Call of Duty run is more impressive overall, they had the crown once and now cant sell anything. In 5 years Call of Duty will not be doing even 2 million in sales.

Nobody has to pay for that game today, the same or better desls will be available the day of release so pre ordering is only something to do if you want it pre downloaded. With internet speeds increasing I see that surpassing the need to pre download. Games won't continue to get bigger because we are reaching the max.

There is absolutely no buzz or promotion for BFV outside a few closed Alphas. When is the open beta dropping? Where are the trailers?
