Nah. Here's Bruce Timm himself explaining:

"We’re intentially avoiding direct references to ’Real World’ figures and events of the 1940s (World War 2, Presidents Roosevelt and Truman, nuclear weapons, Stalin and the expansion of the Soviet Union, etc) in order to keep the time period somewhat vague. CAPED CRUSADER takes place in a elastic Time Bubble, anywhere from roughly 1939 to 1950."

Bruh, I don't care WHAT they make them...Batman could be retconned as a 4 foot 3 Mexican man, I wouldn't care, I'ma STILL watch it . shyts make believe!

That still sounds different from Batman TAS where was in the 90s but still kept the aesthetics of the 20s - 40s

I don't think that I've ever heard that Batman: TAS was set in the '90s? The show came out in the '90s but that's it.

Batman TAS is set in the 90s but has a 30s/40s aesthetic. That’s playing tribute to film noir movies and art deco.
