The person who made out like a fat rat in this documentary is Joe Biden though. I don't think Joe got even one mention yet his fingerprints are all over the rise in mass incarceration from his pushing for stiffer drug penalties, his support of mandatory minimums and his hand in writing the 94 Crime Bill.
