The reason these games are maxing out your hardware is because they are not being developed specifically for PC in mind.
You are playing console games at a higher resolution and frame rate.
The only way to truly take advantage of something like a 4080 would be for a large, talented developer to develop an EXCLUSIVE PC game that costs hundreds of millions to develop.
Thats what they do for console games. Thats why TLOU 2 looked better than any PC game on hardware that was 100x weaker.

yeah, his argument made more sense around the end of the PS360 generation. things have changed since both consoles moved to x86, and especially this gen with the consoles having a decent CPU and GPU, plus SSD'snot having to develop with pc in mind is kind of the point now. there's been some convergence in hardware across the board since crysis
and I recall a whole culture of problems with crysis. the whole "but can it run crysis", it became a punchline. why would developers put themselves through that. not everybody has 4080s
