No it's not. Maybe in Brazil but they they speak Portuguese. afro Latinos in Spanish speaking countries are usually mixed or a small percentage of the population.
When most people say 'hispanic', the immediate thing that pops into mind is Mestizo types, not black people.

like i said before, look up blanqueamiento so u can understand the history of slavery and blackness in caribbean countries and also how connotation is used in psychology.
because of the moors and basic geography, ppl in spain and portugal are darker than most other europeans.
that’s why they never had a one drop rule like how they had in america. because if they did, nobody in this hemisphere would be white the way they are here.
