All TR/HBO has left for him in new opponents is Algieri, Prov, or Alvarado. They also are thinking about a future matchup with Terrence Crawford.
These other fighters you are probably referring to: Thurman, Porter, Maidana, Mayweather, Guerrero, even Danny Garcia if he moves up are Showtime/Haymon guys and won't be feasible matchups.
Remember, the matchup problems aren't a Pacquiao problem...it is a HBO/Showtime, Arum/Haymon issue.
Rios, Bradley, and Marquez, haven't fought any natural WW either, Marquez fought Floyd, but in reality he's just as small as them, he just takes one bigger buys

Cotto weighed in one pound less than Cotto's previous fight with Clottey coming in at 146.. Before the fight he said he was in the best shape of his life.. Pac beat his ass, and would've done the same at 147, you're completely delusional if you think otherwise. .
