It actually makes sense why he never saw the train coming.
The road curves into the train track and there is absolutely no safety barriers to let him know the train is there. Yeah he could have heard the train but if you are use to driving in cities etc. when a train passes the safety guards are there so you don't go through.
He likely never looked and assume the road was clear.

the whole rail industry has been cutting on safety practices for almost 20 years
