It's a catch-22 and if you're looking for a reason to hate, you can do it either way on this vote. However, what actually happened was that she got another chance to broadcast how garbage ICE without causing any harm to anybody whatsoever because the bill was sure to pass.

I'm leaning toward agree. Especially if border security will be negotiated in the near future and she could have inserted language to begin defunding ICE at that time.
