Have you ever been to an HBCU? I can't speak for all of them, but most of the ones I've dealt with had terrible athletic facilities and were unorganized and mismanaged to the point that it drove prospective students and student-atheletes away (like myself). I remember getting bills from Tennessee State about a year or two after I was accepted there and took a few visits to their campus. But I NEVER attended TSU. Both my parents graduated from an HBCU and I thought about going to their alma mater, but they told me quite a few times that I should reconsider. I wish that HBCU's had better organization, more alumni that would give back, and were overall more successful. Because truth be told, I am pretty sure that many people would have had a more fulfilling college experience at a Tuskegee, Howard, FAMU, or Hampton; rather than feeling like a fish out of water at ETSU, UT-Martin, Morehead State, and other schools like them. If I had the money to do this, I would focus on two or three HBCU's that actually have a somewhat decent academic reputation, and I would prop them up and make their facilities pretty decent and on par with an Appalachian State for example. Then I would try to bring in recruits that would allow teams like Tuskegee, Morehouse, FAMU, Hampton, and Howard become D-1 in all sports and hopefully dominate the FCS level of football and become mid-major powerhouses in basketball. If only this shyt were actually realistic....
