Japan as a whole wasn't doing anything...it was the gov't. If you held it to the standards as any other country of that era, every person who is a citizen of that country is guilty.
Japan wasn't exactly rising in revolt tho. They were a very indoctrinated populace. They were happy to celebrate their murdering and raping(and still are. Peep their textbook revisionism). They were happy to profit off their impieralism.

Japan was indoctrinated for sure but what country isn't/wasn't? However to state all Japanese people loved their gov't at the time is naive. Many Japanese people were't told of the crimes committed by their gov't overseas until way after the war. They were told exactly how Americans are told "Freedom, security, etc".
American history is just so much more brutal by far.
