Can they not develop the communities where they live as well? They may all be moving back home, but their children are not.
So the unions are actually state/village unions not pan-Igbo organizations?

It depends on the union. You have village unions, state unions and pan-Igbo unions. The biggest pan-Igbo union we have is called Ohaneze Ndigbo and they have branches across the globe. You can do some research on the topic if you're that interested in it. Also, a lot of young Nigerians are moving back home, certainly those from the UK. However, leaving isn't so simple and many, like me, would prefer to be economically grounded in the UK as well as Nigeria before leaving as the Nigerian economy is not stable.
