i remember reading something about having to hit an income threshold in order to face the mandatory fine. it was basically saying that poor people won't have to pay any penalty.
I heard a brotha on Black Agenda Radio talk about this a few months back saying there are three tiers of premiums with Obamacare that the poor won't be able to afford.
That's essentially the whole point. Obamacare requires all businesses with more than 50 employees to offer affordable health care plans.
Small business with 3 to 9 employees- 49% offer Health insurance
10 to 24 employees- 78% offer it
> 200 employees 99% offer it

Not to mention, in 2014 small business are going to receive a 50% tax credit to offset the cost of providing health insurance

Their plans are not as good as big business because they don't have bargaining power, etc
But, that's what obamacare is for.
The insurance exchanges create a marketplace where they can shop for better insurance and receive a tax credit for half it's cost.

Low waged/part time workers generally arent offered health plans.
Because many small businesses arent pulling in enough profit to cover every person they employ.
