Cage isn't beating Moxley...
...and they really could've been more graceful with the storytelling since it's kind of obvious but they felt a need to rush everything.
If what's left of logic prevails, he's losing due to distraction/interference from a returning Darby Allin right when it looks like he has Moxley beat.
Now it'd have made infinitely more sense for Moxley to conclude that he'd beaten Cage and that it's time for the next challenger...
...THAT'S when you have Taz give Cage the FTW title, to insinuate that he had Moxley dead-to-rights and that he's the rightful champion.
Then you advance the story by having Darby continuing to press by challenging Cage and build that feud...maybe you even put that FTW title on the line with whatever rules come along with it and have a big brutal, defining match between the two of them.
Giving Cage the FTW title now only a week before he cashes his guaranteed title shot in telegraphs that he's not winning. Doesn't make sense, because he's not going to claim two belts in his first title match with the company.

If you're asking about it's purpose historically, it was created (by Taz) because Shane Douglas (the ECW champ) was out with an injury, so Taz couldn't challenge him for his title. So Taz basically was like, " Bet...since you don't want smoke, I'M the real champion. Now what?" and gave himself the FTW title as a kind of fukk-you to the establishment...but like I said earlier, a gimmick like this makes more sense when there's more time to build heat with it and less predictability (since Cage knows exactly when he gets Moxley as it's really all on his terms).
It was kind of cool because it worked for Taz's character and he "defended" it (despite it being unsanctioned by the company) before he eventually got his match with Douglas later in the year and eventually 'unified' them (he dropped it to Sabu on purpose and then beat Sabu after he won the real belt from Shane).
It's kind of reminiscent to what Moose was doing with the old TNA title while Tessa was out and, come to think of it, it's kind of similar to what UFC fighter Jorge Masvidal had with the BMF title.
If he wasn't fighting on such short notice, him and Usman could've had some great press conferences around the titles before the fight tonight.
