I feel that one was done on purpose, because if you read the lyrics it about someone going to war and all the chaos around.
Seems like he wanted to reflect that in the sound on that song.

no question thats my favorite lyric on the album, and the song has held firm as my favorite since day 2

It is definitely muffled, pretty much how they wanted it. My guess is to have you read the lyrics and take it in mentally. I'm finding most of the songs on Side B are vocally clearer than Side A.
