What was the minor correction? If it's felons being able to carry.. I know that in Florida, if you're ever convicted of a felony, you can never legally carry. Because you're not allowed to own a firearm, and you'll never be able to get a license. Even if you're civil rights have been restored. (Im not sure thats what you were getting at. Texas is not the first state that allows open carry without a license or training. Felons are penalized for carrying.
