Without looking it up to be sure, I'm pretty sure Plano is 1 of the more racially-diverse suburbs in the Dallas metro area outside of Dallas County.

It's as diverse as The Woodlands, Kingwood,Memorial, Bellaire or Rice/Midtown/Upper Kirby/ Allen Parkway in Houston..
And that's not saying much..

I'm almost certain that this shooter is a CAC. Plano is one of the whitest suburbs in DFW
