Yeah, I can't agree with disbanding BC because of what disaffected white men do as much as I can't agree with not releasing movies or selling video games for the same reason. Take care of the root causes of the tragedies, not some fiction with a mild resemblance to said tragedies.
With all that said, Bullet Club is just a stable now. One could argue that when AJ Styles left and The Elite ascended, the Bullet Club lost its purpose, but now they really don't seem to have a point. They could do this Jay White push without the stable behind him.
On the subject of Naito...on a certain level I kind of get Gedo's logic. Naito will be 37 this year, he probably has neck problems and definitely has knee problems, and he's more of the present and the past than he is the future. You might as well use him to get new stars over. But they're starting to run into the same issues that WWE ran into with Bryan a few years ago: He's a guy who people desperately want to have a real run at the top that never got that run. And so they're not really going to let that go, especially when you're using him to get other guys over. White probably isn't going anywhere, so it wouldn't hurt to let Naito have his time then let White beat him, but history shows that Gedo doesn't necessarily think like that (also, this doesn't take Ibushi into account, which adds a whole other dimension to this dilemma).
I also wonder whether Gedo isn't extremely aware of his aging roster and trying to get in front of that a bit as well. Tanahashi will 43 this year and moves like a rusted over panzer tank. Naito will be 37. IBUSHI will be 37. Goto's 40. As a matter of fact, other than Okada, I don't think they have a single main eventer under 35 other than Jay White, and including Okada White's the only one under 30. Elevating White might be his way of tiding things over for a bit until guys like Shota Umino are ready for the main event.
With all that said...I haven't watched the event yet (I've been packing my apartment up all week), but NJPW fans online seemed PISSED about this. Like, this was the first time I've seen a significant portion of NJPW fans really going after Gedo for his booking decisions as opposed to simply enjoying the matches then ruminating briefly on the booking. I don't really know how the reception to the White push has been in Japan (we'll probably see whether than 9,800 number was because people really wanted to see Naito take it, or whether White may be able to sustain that with another opponent in due time), but I think that's actually fairly significant.
Interesting times in NJPW indeed...
