I'm not judging because I can only speculate. I've lived abroad and seen another version of poverty that we don't have here in the States - one which has no government safety net to offer any type of seemingly substantial aid or any opportunities for upward mobility.

I've also seen on this very TLR forum the sentiment that 1) no woman should ever be at a loss for how to get bread if she absolutely needs it (alluding, I'm guessing, to the notion that every woman can sell her body because there will always be a man willing to pay for it) and 2) women overseas seemingly offer something, in abundance, that we western women lack and it is with these women that many western men will find their peace and joy (hence, the passport bro movement).

Perhaps this woman saw an opportunity to come up and bring her family up with her in the process. If we're honest, opportunities like these are often only available to women because we are the ones expected to marry for resources and we are the ones who can get pregnant. I have no idea what her life was like before, but perhaps she thought it was worth taking this path. I think I could understand your sentiment more if we were talking about a lady doing this in the West where we ladies really do have opportunities to craft a life we want for ourselves...I don't know that it's like that for most women in SE Asia, much less the world.
