Executives are not implying this and there was lots of layoffs at microsoft. There will also be lots of hiring. This is common in gaming. Same thing Happened at Naughty Dog after TLOU2 came out.If 343 is so successful why are executives implying the game a disappointment and laying off all these workers?
Halo will never, not be heavily scrutinized.Halo has too much nostalgia tied to it. 343 needs to be unchained from that legacy so they can create a new product people will judge on it's own merits instead of reminiscing about the good old days and saying this new product comes up short.
If they change it too much, Long time fans will complain, if they don’t change it enough new people will never be interested. Infinite found a happy medium. They just can’t keep content flowing in a way to retain people amongst huge competition.
Would be no point in further delaying if the content pipeline is the same. If the game released today they’d still have problem gettting content out.Still Halo is a result of Xbox's leadership incompetence problem. It's a microcosm for the problems at Xbox Studios in general. Halo Infinite should have been further delayed but it's clear leadership couldn't help themselves then they make 343 employees suffer layoffs for their own incompetent leadership that lead to the release of a still in development unfinished product that as time went on was less and less well received.

That's how we getting games like Fable and Perfect Dark announced years ago, going dark, in development hell, and rumors spilling out that development isn't working out has to be rebooted or other studios are being brought in external to the company to assist.
Naughty Dog announces factions. It doesn’t come out when it was first planned. That was 2 years ago. They’ve said literally NOTHING about the game. All is well.
Microsoft announces they are building a brand new team and a brand new game, just 2 years in now, you are already convinced the game is in “development hell”
