Not necessarily. You are dramaticizing the issue. The number of impactful voters is far smaller than that 38 percent since only the swing state voters mattered. The rest of the nonvoters are swallowed up by their state's population metrics.
The winner take all thing is a little demoralizing for the rest of us in nonswing states. For example, i personally didnt bother voting because im in a red state that would give every single electoral delegate to Trump. Every single senator would be republican and most of the reps would be too due to gerrymandering nullifying my vote before it was cast.
Its the same reason why the democratic party didnt even bother with voter outreach in my state
But ironically i live in a blue city that would vote democrat overwhelmingly no matter what i did. So mayors, councilmen, and even dog catchers will only compete on being as liberal as possible, and i have no issue with that. So my vote would have no impact whatsoever in locals either.
The only real merit in me, a democrat in a republican state, casting a vote in the presidential election was to make a statement. But i dont particular care for hollow gestures so this wasnt a motivator for me. Itd be different if i lived in Michigan or Carolina or Georgia. Thats why their turnout is high. But For as long as i live where i live, voting will unfortunately be a spectator sport .
