Depends on the community and the people's attachment to it.. A lot of the better neighborhoods have members that are very involved, and will work with police to get cases solved in a timely manner. They believe in that obligation.
This particular community would have issues working with police because they sometimes rat out who gave them information. Putting the community member in retaliation situations. Or even the officers will arrest a suspect, only for them to be released back into the community. Putting the "obligated" citizen in harms way.
A lot of these articles are written by people who live in communities far away from the issues.. Thats why they say the things they say.
