Technically, there are now more dollars in the Cali economy chasing the same amount of goods.

This isn't deficit spending, it's just allocating resources in a balanced budget. State budgets are nothing like federal budgets - this is taxpayer money and he's giving it back to the taxpayers, focusing on giving the poorest the most. What was he supposed to do, send the money out of the country? Hoard it in a government account and not give it back to the people until inflation is over?
