AG doesn't nominate judges. The president does. As far as the federal bench, but it's really some kind of back channel/white house task force sort of thing. Like a judge in whatever circuit starts doing outreach to the White House, like a Don McGhan or whoever and he gets in the presidents ear.

The president picks federal judges.

California is a huge state and people have different ways of voting. Some of that requires manually inserting ballots.
