As long as you're old enough and a US citizen anyone can be elected Speaker regardless of whether they're a member of congress or not.

Tim Ryan could be another possibility. Throwing Pelosi overboard could allow dems to hold the house.

He's a GOP rep in a bluish district (Omaha), so he is a good marker for what GOP reps in blue/purple districts are thinking.

I don't think he says this if he and the other reps who need to stay viable in competitive districts hadn't talked through it beforehand.

Consider it a warning to the nutbars to get their shyt straight and not spend months fighting over the Speakership.

The Founding Fathers really didn't make many rules. Basically, they delegated a lot of powers to Congress, and unless the House makes a rule against it, there is no Constitutional basis for forcing the Speaker to be a standing rep.
