I honestly don't think Biden will pursue student loan forgiveness. I know it's in his campaign plan, but Biden just don't seem like he would do something progressive like that.
I wish he would though.

I think any debt forgiveness would come out of Congress.
Biden and his Ed Secretary have enormous power on it though.

Yup. And he can use 'compromise and settlement' authority under existing statute to do that. That can also become writing down or cancelling the debt.
If he was going to forgive debt, he'd have to have his Treasury Secretary involved. Because that could be looked at as income and people would be royally fukked.
