Boule wouldn't appear to have anything to do with Puffy. It's an organization of judges, ceos, law partners, etc. Guy in the video isn't a member, nor does he seem to be connected to those circles, so he's repeating outsiders' rumors about that group.
Fact that the video was posted 5 years ago, and I've only seen on-screen captions during the hip hop related commentary......seems to point at the audience it was meant for.

Political power and Hollywood/music have been linked for centuries. And it’s typically the high profile, very high profile celebs who are lynchpins.
Ie JFK tied to the mob. Who was the middlemen ? Entertainers. Peter Lawford, Frank Sinatra. Diddy = Frank Sinatra. He’s tied to the underworld and the various ‘Illuminati’s’ but also the Clinton’s, Obama, etc
