For reference seeing as this poser will inevitably dodge any concrete question, it should be worth noting that Bitcoin developers are in no way shape or form capable of making unilateral changes to the protocol.

In fact, the most major software change in the history of the protocol came to fruition through a grassroots effort of users running a version of the software that was not sanctioned by the Core developer group (UASF).

Any ability for the developers to implement change is strictly limited by the voluntary decision of network nodes to run the associated software version.

In terms of hierarchy only the users sit at the top and the developers are squarely below them along with miners as service providers.
