I understand North Africans in the past census checked on Caucasian in census. However, 2020 Census, Arabs will get a separate category, I believe.
I understand white South Africans will be considered Caucasian.

According to one-drop rule in the United States, whether you agree with it or not, not only she is both born in Philadelphia, but she is a Black woman aka an African American
Now we're in 2018, and not only is the one-drop rule not as impactful as it was in 1918, but mulatto/mixed/bi-racial/multiracial is it's own census category.
So she is according to wikipedia 25% Cape Verdean Black African. She may be only 1/8 black, b/se Cape Verdeans are mixed a lot of times, idk....however, that natural ass she carries around is not from her Scottish, Irish, or Italian gene pool.
Now, whether or not she chooses to recognize her blackness or as the title suggests, is only black when convenient is up to Amber Rose. If she doesn't consider herself a black woman, because she is 75% or 87% white, then by no means can anyone fault her.....but there are many paradigms at play here...
