No, they are not. Hell, some of these Africans (not all) often go outta their to disassociate from African Americans aside from partaking in some parts of our Culture here and there. You gotta have Ancestral ties here that stretch that 400 year span of wicked fukkery in this country brought on by slavery and Jim Crow and the legacies these events have imprinted among African Americans.
The African American is culturally distinct from the African. We share many things yes, but African Americans also have quite a few things that set us apart from Africans. The African that got to stay in the Mother Continent never experienced what we did. Black South Africans are the ones that are closest to having a similar experience. Overall, African Americans are a separate Black ethnic group of our own at this point.
Go walk around in a major metropolitan area in this country where you’ll run into hella Africans like the DMV, NYC, ATL, Houston, Minneapolis, Charlotte, Philly, Bmore, Boston, Bay Area, etc. and find someone from Kenya, Somalia, Ethiopia, Nigeria, Ghana, Sierra Leone, Sudan, Mali, Senegal, Gambia, Ivory Coast, Tanzania, etc. and ask them if they actually consider themselves African American, then report back to us
