A couple things I would do:
-RAW goes back to two hours; either that or the first hour of three is reserved for something specific like showcasing 205 Live or the women
-Every PPV goes back to three hours, with WrestleMania going back to four hours; a half hour or one-hour pre-show for each PPV, with WrestleMania getting a two-hour pre-show

-Character progression; if Finn Balor wins the Intercontinental Championship, competes in the midcard for months, and then loses the belt, he moves on to the main event and stays there
-No more "beat the champion/champions to get a title match" bullshyt. If you're in contention, you face someone else in the same place and you guys compete to see who gets the title shot
-Guys in feuds only interact in segments and tag matches; the one-on-one match is for the PPV only
-More storytelling and long-term booking; what a wrestler does in one feud can end up affecting what happens to them in the next feud, with some feuds lasting several months
-Less rematches; if Sasha and Bayley face the Riott Squad one week, they're not facing them the next week unless there's a reasonable catalyst for it; instead, they face Alexa Bliss and Mickie James the next week and the Riott Squad can interfere in it, creating the need for another match and a feud that can last for a few PPVs until there's a definitive winner
-Hell in a Cell and TLC go back to being specialty matches, and stop being PPVs; that way, if a blood feud is reaching its end, the only way to close it out is with a big match like Hell in a Cell
-Wrestlers need to have different motivations as the year progresses; Rollins could be the Universal Champion for half the year, and then be in a feud with Baron Corbin for a few months, then try and get back to being the Universal Champion as the year ends and the road to WrestleMania starts
-More storyboard-driven and much less scripting; wrestlers need to be encouraged to inject their own personality into their promos and stories; each wrestler featured on a show needs to be tracked and followed for up to six weeks so they have something substantial to do
