He was trying to sign Rockwilder as an in-house producer. Rock is from Queens. He gave Jay a beat CD with 10 beats, and Jay used and bought all 10. Rock didn't sign because he wanted to be loyal to Def Squad. But Jay was trying to make him in-house forever. And all of the early engineers were all from NY too. He also tried to sign Sauce to Roc, but Sauce chose to go with Priority instead because he had issues with Biggs.

I'm glad he didn't, my opinion, but those beats on Vol. 3 were basura!

Nah, that's wild inaccurate.

He tried to get M.O.P. off of Relativity in '98 after they did "4 Alarm Blaze" together. But they still owed the label another album. Once they fulfilled that, he started back up with trying to get them on Roc. After Big L was able to get off Columbia, he reached out to L's people to set a meeting for him to come to Roc too. He's always tried to sign other NYC people that he's a fan of. He was even reaching out to Jadakiss for years to get him to sign to Roc after LOX left Bad Boy, but Interscope wouldn't let him go. So Jada ended up signing to Roc years later in like '06 and Jay was executive producing his work.

Ski had his own company already.

Roc-A-Blok, which was a production company and label. So he was already signing his own artists and basically doing all of their beats. Primo was signed in Gang Starr, so he wasn't getting any in-house deals anywhere else.
