Not 100% sure that's the case, since that game is caught in a legal nightmare re: the music. Sega technically can't use it because of legal issues, which is why we haven't seen a Sonic 3 remaster or anything. They get around it with rereleases because porting the original is allowed. But for a remake or remaster? Doesn't seem like they can. It's a similar issue with Sonic 1 and 2 where Sega technically doesn't own some of the tracks.

Sega...was not very smart in the 90's.

Hence why they got their asses kicked(Sega America) in 95,96,97,98 all because of a stupid business move in 94 '32x' and then they just gave it quits in 01 well in North America anyway.

I'm only quoting myself to flesh out some details about this since what I posted was pretty vague lol

The short version is that unspecified legal action that officially started sometime in 2012 is the reason Sonic 3 & Knuckles hasn't been released on anything new since the Steam release in 2011. The popular theory is that MJ's involvement with several tracks on Sonic 3 is why they were replaced with new music in the '97 PC release (this is why all the other Sonic 3 releases are straight emulation ports, since it gives them a legal loophole). Taxman, the guy who worked on the remastered versions of Sonic 1 & 2 and who is the main dude working on Mania, spoke about some of it here.

I'm sure MJ was cool with Sega continuing to use his team's work. His estate prolly ain't though. In either case we'll prolly never know the whole story because the contracts haven't been made public. As for the Sonic 1 & 2 bits I mentioned previously, Sega doesn't own the arrangements for those period. "Dreams Come True" does, and Sega has to pay them to use the music from the first couple games.

cant say they werent smart because they couldnt see into the future and see how gaming would look in 20 years later

Not really. Sega of America was initially doing great, and Sega of Japan wasn't about to be showed up by the US branch, so they made it their mission to cut SoA's legs off at every opportunity. Hell, SoJ didn't even tell SoA that the Saturn existed, let alone that it was in development. SoA's president ended up calling it quits and got replaced by Bernie Stolar, a muppet who tried to kill the Saturn in the US simply because he hated it. He's infamous for saying "nobody in America wants RPGs :troll:" despite the fact that FF7 dropped and was selling like gangbusters.

This also isn't getting into the fact that the Sega Saturn was a mish-mash of dumb as fukk decision making because SoJ wasn't forward thinking in the slightest.

That's true, I'll give you that. It's why I don't blame companies that didn't bother to keep master copies of their games. Who could've guessed what digital distribution was back then?
