Not 100% sure that's the case, since that game is caught in a legal nightmare re: the music. Sega technically can't use it because of legal issues, which is why we haven't seen a Sonic 3 remaster or anything. They get around it with rereleases because porting the original is allowed. But for a remake or remaster? Doesn't seem like they can. It's a similar issue with Sonic 1 and 2 where Sega technically doesn't own some of the tracks.

Sega...was not very smart in the 90's.
