Vince has had agreements with SWS and All Japan (can't remember if the New Japan deal was with Sr. or Jr. in charge). All of them were short lived though and nowhere close to what Bischoff did in the 90's.

All Japan is sadly a dead promotion. and has been a long ass time. WWE finding a partner to send NXT people sounds like a "nothing to lose" scenario.
I just hope that WWE/Endeavor realize that taking over a promotion -or creating one from scratch- in Japan right now is a horrible idea. Having partnerships and talent exchanges is their best approach in that market.
