Athletically? No she isnt and isnt as strong either. Kong is a master in the ring and has carried so many workers and outworked some of the best Japanese workers of the last 7 years. Nia cant even do 3 cohesive spots back to back without it looking sloppy and off center.

Maybe she's not quite as strong, she still can do anything she needs to when none of the other girls are over 200. Kong might be a better worker, but Nia can have good matches with the right opponents. But most importantly she's a character and not just a scary monster.
