I think it's most likely some training exercise that the US gov just doesn't want other nations/public to know about. It'll probably stop in a few weeks

I've been reading up on this stuff for probably over 40 years and I'll say this:
I have no doubt that NHI exist. Though I'm not ready to bet the farm on this situation yet.
For people that find the topic so spectacular, it really isn't. There's NHI on this planet, on other planets, and probably what we know as other dimensions.
A great phrase that will help you grasp this is the "as above so it is below". Though I butchered it, what i imply is that nothing is unique in all the galaxies. Think of galaxies and universes like a planet with continents and islands. Let's say our universe is Sentinel island on this planet.
Here we are on our island/universe thinking we're in our own world not realizing there are lands and civilizations all around us. Some of them way more advanced than us. Every time someone come close to our island (earth) we stand on the beach and shoot arrows at them with our dikks out.

Think of many mysteries we have. Many of the megalothic structures that were allegedly built by hunter gatherers. Does it not make sense that they were built by earlier civilizations of homo species that may be similar to us but slightly different? And these "people" are still here, or maybe in space now. Maybe have cities built under the ocean or in the earth's crust (and there's benefit to location because sun radiation is quite harmful and has to do with aging and dying). So while we up here bragging about being ","people of the sun and the sun loves us" older humans learned long ago they could live thousands of years by being underground or the ocean.
Think of the mythology and biblical narratives we have. When you watch debates between say atheists and religious people, a question that's often asked when you generalize it is: why does God seem like...a person?

I think our government figured this out long ago. That we are basically babies on this planet and we have big brothers who watch over and troll us from time to time. And our government desperately trying to step their knowledge and science up so they can one day tell big brother that they're all grown up now, to stop smacking us upside the head.

A few people said why not when they go back to ocean. I agree with that. So is it that they can’t or won’t?
Exactly what I meant when I said it earlier.
They are probably not that much difference than us in that regard. Same variety/differences in species, some may be more intelligent than others, different means of developing tech (think about the differences of technological advancements between rival countries), different governing bodies buy unite at a universal/central location like a NATO (could be here too honestly.)
Earth could just be that central location. Earth is a very unique planet in the universe. It’s supposedly in the Goldilocks zone for creating life. There may not be another planet this perfectly suitable for life in our entire galaxy (as far as we know) with the amount of variety of life and creatures we have here. Everything on earth is alive and thats proven with science now.
