Do you understand the complexities of the problem you're talking about? It's a lot of things, and some communities don't have the same problems.
A city in bumfukk South Dakota may be full of poverty because there's no industry, and there's no agriculture. Combine that with a culture that is extremely religious, conservative and doesn't value education as much and you have generational poverty.
An urban place in Michigan may be infested with drugs and other criminals, combine that with the downfall of American manufacturing and lack of jobs for people that provided a lot of jobs for people with low education etc.
Your idea that conscription would be the cure-all for these kind of problems just makes zero sense whatsoever. The government wouldn't want to solve these problems anyway because it guarantees a class that is always forced to fight wars for you because they have no other options.
