This does not mean gambling can't be deemed illegal at all. It just means the Federal gov't can't deem it illegal. The individual state that you live in can decide whether to make it legal or not.

As simple as I can explain it -
The American citizen is a child in a big family. The parents? The United States Federal Government. The cool adult older brother? The State Government. Unless the Constitution
explicitly brings up an issue to set a rule about, then the 10th Amendment allows the older brother to permit or deny the American citizen the ability to do it and the parents can't say shyt about it.
Gambling? No where in the Constitution is the issue of gambling brought up... so it's the older brother - the individual state - who can decide on laws about it, not the parent - federal gov't.
Prostitution, drug possession & selling? Those are never mentioned either so...
