We just looped back to what I first responded to. Idk if you're trying to say the act of voting isn't meaningless, but the fact that the whole process isn't legitimate makes it meaningless.
It does not have ZERO effect
Voting has some effect that is greater than zero
If it was MEANINGLESS then it would have ZERO effect
You may be trying to say it has LITTLE effect. But 'little' is not zero.
Now
If it cost you $1000 to vote then I would say skip it. Especially if you feel it has little effect.
But the cost is very little as well. The cost to vote is very close to zero. You spend time - 30 min? - and a gas money. My polling place is within walking distance. So like $0.49 worth of gas.
Even though it has little effect, its important to do vs doing things that truly have no effect like
Not voting
