I know as far as Baja is concerned @Princess Coco and her family is into it heavyAlso in the Caribbean I don't see much islanders bleaching heavily outside of Jamaicans and maybe Dominicans. Haven't heard about Haitians, Trinis or Bajans doing it in large numbers. I can be wrong.

It is HUGE with Asians.I'm going to say this here colorism has did a number on black men and women in this country for years, especially black folks of the darkest variety but, with that said as a AA I have never seen or heard of a authentic AA woman or man bleaching their damn skin in my PERSONAL life. Now that isn't to say that it doesn't happen (of course their will be outliers) but as a whole it is extremely rare.
Ive met 2 black people that bleached in my lifetime, one was a ghanian woman and one was a Jamaican man

People of color have serious trauma
For the majority if they are not bleaching their skin directly they are bleaching out their seed so that their sons and daughters can have the “acceptance” in life they felt they never had
