Because it was trash. Poorly written story that ruined half the characters and they did the "Wolverine falls to his knees and roars at the sky" thing like five times. In X2 Weapon X was located on a military base near a lake in snowy Canada, here he escapes from a tropical island. In fact, the only continuity thing they kept in was showing how he got the jacket and motorcycle in the first X-Men movie, which he received from Pa Kent during his time living at the Kent farm in Smallville. Also, for some reason his claws looked worse than they did in three preceding X-movies, Taylor Kitsch played Gambit, plus he was the butt of jokes constantly and he was played by Taylor Kitsch.
