Black Lightning was a popular D.C comic character they wanted in superfriends. The creator although signed to DC owned the rights and wanted extra money. Instead of paying the guy D.C would always make a new character instead of using black lightning.

This is a common trope. It hilarious when you look deep into it. Both Spider-Man villains, Electro and Shocker, are white in the comics but are played by Black men in the films....films set in 2 different universes

I think there are so many Electric Black guys because of racism. Electricity is a potentially OP power but there are alot of drawbacks. Writers will come with alot of ways to nerf the character so they do take the spotlight from main characters....can fight rubber, running out of juice, weak against water, gets overloaded, emotional state regulates power... Plus its easy to explain because most ppl dont understand electricity. I think of as a cousin to the magic negro trope.
Its like the Black Klingon in Star Trek... on paper he's the strongest person on the ship and was raised from birth to be a warrior. But he gets washed the most out of everyone in the series. But but he throws bad guys across the room every now and then....
