Who was gonna join this army? The entire galaxy wanted the empire, that was Sidious plan from the jump. The army they did have was wiped out completely. An army of trained Jedi I might add.

And I'll add on that the first thing Palpatine did was implicate the Jedi in his assassination attempt. The only ones that know what he did behind the scenes are dead. Yoda & Obi Wan vs everybody. Even the Rebellion that Senator Organa started was still underground some 20-some odd years later.
You're asking why two people (one very elderly and one middle-aged+) didn't try to take out the entire galactic Empire by themselves? 
It would've been a suicide mission. The best they could do was pass on their knowledge to the younger generation and hope they could do it...and they wouldn't have been able to do that if they got themselves killed off for no reason.

there was no rebel alliance at that point. it was a democratic galaxy at war with a trade federation and both sides were being manipulated by the same man.
They pretty much lost their whole army and generals in Order 66. what could they really do except for the last ditch assassination attempts and warning signal?

The plan was to kill Vader and the Emperor before they saw it coming but once that failed the options were war or retreat. They choose retreat.
When they went into hiding Palpatine had just won and ended a war as leader and declared himself emperor with total backing. He was popular and had the whole government and law enforcement backing him. If they had tried to get people to go to war they would have been looked at as crazy and Palpatine already had a ready made army with troops and ships on deck. It took years for the people to smarten up and start to see through him and form a rebellion.
Wasn't Obi-Wan training how to become "one with the force" after he dies like Yoda told him to do while hiding? It's a reason why he told Vader "
Strike me down and I'll become far more powerful than you'll ever imagine" I'm assuming Yoda did the same training since he knew Qui-Gon Jinn mastered it
