Why aren't Hispanic's considered Native American by Thecoli ? ?

I consider them Native American. Especially Mexicans and Guatemalans.

I live in Minnesota where there are more Native Americans than average. Latinos up here always approach Native Americans by speaking Spanish


I been up here a while and I still can't tell them apart from Mexicans until they start talking. Native Americans have a unique accent that I can't describe.
