Why are you proposing hypothetical questions? Anyways a Mexican person being raised around Black people doesn't mean appropriation is naturally occurring, that's not even appropriation.

Appropriation is a form of exploitation. Nobody said being interested in Black culture is a villainous act, but at the same rate that's the same point appropriators begin at. If a mexican person adopts mannerisms, fashion, music and interests and then gives no credit to the people that formed his interests yes they're appropriating.

Black fashion ain't distinctive from white fashion anymore outside of some big cities. For instance, a whiteboy would look pretty dumb wearing a Pelle leather but those are popular mostly in the black community in NYC, Detroit and the Chi. Back in the day, a whiteboy with a 6XL Galaxy tee and a du rag would be clowned on and be a pariah in the white community. But that was black fashion coast to coast.
