He's been pushed to the moon by NXT and now pushed heavily in AEW so to me that's where it starts because he's under a microscope.

it's really hard not to notice. He's usually in there against heavyweights and he's short/small/unathletic by comparison.

Wrestling is play figting, and wrestlers should look like they can handle themselves in a fight. Adam Cole looks like he'd get his butt kicked by a sixth grader.
Furthermore, wrestlers should have a larger than life look, it's their uniform. Puny wrestlers like Cole were traditionally booked to be jobbers or comedy acts. Adam Cole is Gillberg with hair.
