Africa has been the victim of colonialistion of the land and the people, if you think these people are native to Africa you are deluded by Eurocentricism

Those Gulf arabs are mixed with enough persian/balochi and even Indian peoples..

It's mostly middle/upper class Arabs in the northern parts that don't see themselves as Africans.

Hell, there are even several Ethiopians/Eritreans who disassociate themselves from the rest of Africa.

neither Berbers or Arabs are "African" in the same sense Sub-Saharans are.

Berbers (although indigenous to Northern Africa) are still the result of back migrations from Eurasia

Arabs obviously are newly arrived peoples from West Asia

so IMO they are both foreigners
