Gotham is just so damn corrupt that the corruption spills over to the police. They still put away criminals though.

Dude, I was thinking the opposite.

Gotham PD is so corrupt they can't get any meaningful work done containing the criminal aspect of Gotham.

The stormtroopers have shyt aim but aren't corrupt and can at least maintain order in the galaxy through their massive numbers. (til the Rebellion, anyways).

WTF have gotham police accomplished on their own? That whole city is run by crazies that basically just do whatever they want with 0 fear. No Gotham villain is over the threat of being busted by the cops
